Arrest: Driving Under the Influence, Negligent operation

On August 30, 2023 at approximately 12:28 AM the Wilmington Police Department stopped a vehicle for a speeding violation on RT 9 East in Wilmington, VT.  During the stop the officer observed indicators that the operator was impaired by alcohol.  The operator was screened and was found to be operating under the influence.  The operator, Matthew Boucher Age: 35 of Hinsdale, NH was arrested and transported to Wilmington Police Department for processing.  The operator was released on citation to appear in Windham District Court on September 19, 2023 to answer the charges.

On August 27, 2023 at approximately 10:54 PM Wilmington Police attempted to conduct a traffic stop on RT 100 South in Wilmington for an inoperative taillight on a white Chevrolet Tahoe.  The vehicle fled from the officer at a high rate of speed, traveling south on VT Rt 100 S.   The officer continued south with the flow of traffic and located the vehicle crashed along the roadside in Whitingham, VT.  The Wilmington Officer located the operator, Justin Stacy Age: 28 of Whitingham, VT, hiding in a nearby shed at a residence.  During interactions with the operator the officer determined that Stacy had been operating while impaired by drugs. Stacy was arrested and transported to Wilmington Police Department for processing.  Stacy was cited to appear in Windham District Court on October 17, 2023 to answer the charges.

On September 30, 2023 at approximately 8:15 PM Wilmington Police was made aware of an outstanding Vermont Arrest Warrant for Alan Boyd Age: 36 of Wilmington, VT.  The warrant was issued for Boyd failing to appear for an arraignment on an embezzlement charge on 2/7/23. A Wilmington officer located Boyd who was arrested and processed at the Wilmington Police Department.  Boyd posted bail and was released on a citation to appear in Windham District Court on October 3, 2023 to answer the charges.

On September 19, 2023 at approximately 6:37 PM the Wilmington Police Department responded to a Wilmington residence for a report of an unresponsive individual.  Deerfield Valley Rescue had responded and attempted life saving measures which were unsuccessful.  The 72 year old male was pronounced dead at the scene and the Wilmington Police Department and the Vermont Office of the Chief Medical Examiner investigated the death. The investigation determined that the subject had died from natural causes.

On September 24, 2023 at approximately 6:15 PM the Wilmington Police Department responded to a Wilmington residence for a report of a deceased individual.  Upon arrival the Wilmington Police found a deceased 64 year old male at the residence. The Wilmington Police Department and the Vermont Office of the Chief Medical Examiner investigated the death. The investigation determined that the subject had died from natural causes.

On August 6, 2023 at approximately 9:44 PM, a Wilmington Police Officer responded to a local business along VT Route 9 East in the town of Wilmington for a report of a family fight in progress. Dover Police responded to assist. Officers arrived on scene and made contact with the Defendant who was reluctant to cooperate. The investigation found that the Defendant was in violations of conditions of release from court. The Defendant, Mira Capcara Age: 19 of Brattleboro, was subsequently issued a citation to appear in Windham Criminal Court on August 14, 2023 at 12:30 PM to answer the charge.

Further investigation identified another suspect who was subsequently charged with 2 counts of First Degree Aggravated Domestic Assault that occurred on August 6, 2023 and on July 22, 2023. Attempts to locate the Defendant were unsuccessful and an Arrest Warrant was issued by Windham Criminal Court for the Defendant, Timothy R. Racine Age: 28 of Marlboro, VT who was arrested and arraigned on the charges.

On August 26, 2023 at approximately 2:02 PM, Wilmington Police, Dover Police, and Vermont State Police units responded to the area of VT Route 9 East by the Wilmington/Marlboro town line for a report of a ‘road rage’ incident involving a vehicle collision and several individuals fighting in the roadway. Officers arrived on scene and identified the parties involved. Subsequent investigation found that two of the individuals, identified as the Defendants, had attempted to run the other party off the roadway several times in Marlboro; eventually colliding with the vehicle and causing it to crash. All vehicles involved were occupied by minor children at the time.

Defendant, Kameron L. McConchie Age: 30 of Middle Grove, New York, was issued a citation to appear in Windham Criminal Court on October 17, 2023 at 8:30 AM to answer the charges of Gross Negligent Operation, Disorderly Conduct, and Cruelty to a Child.

Defendant, Lynn W. McConchie Jr. Age 57 of Middle Grove, New York, was issued a citation to appear in Windham Criminal Court on October 17, 2023 at 8:30 AM to answer the charges of Gross Negligent Operation, Aggravated Assault, and Cruelty to a Child.

On September 9, 2023 at approximately 1:10 AM, a Wilmington Police Officer conducted a traffic stop on a vehicle on VT Route 100 South by Hubbard Hill Road for failing to maintain its lane of travel. During the stop, the officer detected signs of impairment and screened the operator who was subsequently arrested for DUI. The Defendant, Seamus Warakomski Age: 58 of Milford, Connecticut, was cited to appear in Windham Criminal Court on October 3, 2023 at 8:30 AM to answer the charge.

On August 20, 2023 at approximately 11:30 PM, a Wilmington Police Officer conducted a traffic stop on a commercial vehicle on East Main Street in the town of Wilmington for speeding. During the stop, the officer detected signs of impairment and screened the operator who was subsequently arrested for DUI.  The Defendant, Charles H. Bledsoe Age: 50 of Charlotte, North Carolina, was cited to appear in Windham Criminal Court on October 31, 2023 at 8:30 AM to answer the charge.

On September 16, 2023 at approximately 11:54 PM, Wilmington Police officers responded to the area of Smith Road/ Old Town Road for a collision involving a vehicle off the roadway and property damage. Officers arrived on scene and located the vehicle which was unoccupied and no one around. During the investigation, the operator of the vehicle was located and admitted to causing the property damage. During that time, the officer detected signs of impairment from the operator and who was subsequently screened and arrested for DUI, Negligent Operation, and Leaving the Scene of an Accident.  The Defendant, Thomas A. Yagovane Age: 27 of Hamden, Connecticut, was cited to appear in Windham Criminal Court on October 3, 2023 at 8:30 AM to answer the charges.

On September 14, 2023 at approximately 11:10 PM, a Wilmington Police Officer conducted a traffic stop on a vehicle on VT Route 9 West near the Wilmington/Searsburg town line for speeding and for following another vehicle too closely (tailgating). During the stop, the officer detected signs of impairment from the operator. The officer ordered the operator to exit the vehicle and at that time, the operator immediately fled the scene in his vehicle.  The vehicle was traveling west on VT Route 9 at a high rate of speed and failed to stop for police. During the pursuit Bennington PD and Vermont State Police were notified to set up ahead of the suspect's vehicle. The vehicle was stopped in Bennington after it ran over a tire deflation device where the operator continued to flee on foot until apprehended by responding Bennington Police units. Further investigation recovered narcotics from the vehicle.

The Defendant, Jeffrey P. King Age 38 of Brattleboro, VT was cited to appear in Windham Criminal Court on October 23, 2023 at 8:30 AM to answer the charges of DUI, Attempting to Elude a Police Officer, Gross Negligent Operation, and Possession of Cocaine.

On September 3, 2023 at approximately 11:33 PM, a Wilmington Police Officer conducted a traffic stop on a vehicle on East Main Street in the town of Wilmington for speeding and failing to maintain its lane of travel. During the stop, the officer detected signs of impairment and screened the operator who was subsequently arrested for DUI. The Defendant, Jacob Borden Age: 22 of Shaftsbury, VT was cited to appear in Windham Criminal Court on September 19, 2023 at 8:30 AM to answer the charge.
